Oral Testimony In Opposition To SB24-131

Good afternoon, Madam Chair and members of the Senate Judiciary Committee,
My name is Hope Scheppelman, Vice Chairwoman of the CO GOP and a passionate United States Navy veteran, WE THE PEOPLE vehemently oppose Senate Bill 24-131.
Allow me to share a harrowing tale. It’s the story of a 22-year-old woman, living with her boyfriend of the same age. Their relationship spiraled into a whirlwind of intensity, fueled by his overwhelming jealousy. His control extended not only over her but also over his own family. He treated her as his possession, isolating her from loved ones and monitoring her every move, even listening in on her phone calls.
As time passed, the situation escalated. The boyfriend’s aggression turned physical, trapping her in a cycle of abuse. She tried to break free but found herself ensnared in his web of manipulation. Then, one fateful day, as they drove through a residential area near a public park, a heated argument erupted. Fueled by drugs and alcohol, the boyfriend stopped the car abruptly, brandishing a .45-caliber gun.
Forcing her to kneel before him, he held the gun to her head and threatened her life, demanding a reason not to end it then and there. In a moment of terror, she pleaded for mercy. Fortunately, the arrival of another vehicle startled him, allowing her a chance to escape.
That woman’s name is Hope Scheppelman. I survived the horrors of being held hostage at gunpoint, but I am not alone. This man, who terrorized me, went on to kill another girlfriend. He now rots in prison for his crimes, with the possibility of parole.
I recount this story not just as a tale of survival, but as a stark reminder of the critical need for self-defense. If this harrowing event occurred today under the provisions of this bill, I would have been defenseless in that moment of peril. This legislation, targeting the carrying of firearms in sensitive spaces, would have rendered me vulnerable once more, re-victimizing myself and countless others who have endured similar horrors.
I refuse to let myself or anyone else become a victim again. I refuse to have my right to carry my concealed firearm stripped away, leaving me defenseless against the threats of this world. My story is a testament to the importance of self-preservation, and I urge you to consider the real-life implications of the legislation you’re proposing.
Furthermore, SB 24-131 is a direct assault on our Second Amendment rights. It treats law-abiding citizens like criminals, imposing hefty fines and disregarding our fundamental liberties. Its exceptions are arbitrary and unjust, discriminating against those seeking to protect themselves and their families.
Moreover, this bill fails to address the root causes of violence. Punishing responsible gun owners is not the solution; it only emboldens criminals and makes our communities more vulnerable.
In conclusion, SB 24-131 is an egregious assault on our freedoms and a prime example of government overreach. I urge you to reject this tyrannical proposal and uphold the principles that define our nation.
